2 questions regarding US presidency.

1). In explaining or predicting presidential behavior, do all of you feel that the most important things to know are the party of the president, and the powers allotted to him in the Constitution? Do other aspects matter?

2). Do U.S. rules and practices for the nomination and election of presidents encourage the selection of good leaders who govern constitutionally, make decisions after careful deliberation and weighing of alternatives, and represent the best available political talent in the U.S.?

I'm curious to hear what others think. Feel free to answer one question or both.
